Adding VAT before Shipping Charges

Is there any way of adding the VAT onto product(s) before the shipping charges are added, or is this not possible???

I don't think this is possible. However, Actinic if you are using location-based shipping, Actinic will only apply the shipping to the order after the customer has confirmed their location (i.e. started the checkout). So the majority of customers will just see products and VAT in the shopping cart whilst they are shopping.

I am only using shipping cost to the UK. I will just leave it as it is.
