Contact form or mailto?

Can anyone tell me what determines whether a v7 site uses a contact form or a mailto when the 'Contact us' link is clicked within the store?

I have several v7.0.1 sites on my machine and I would like to link to the form on the latest one. My list of sites, with the theme and form/mailto for each, is as follows:

Site 1 (Business, original theme unknown): Form
Site 2 (Developer, Smart theme): Mailto
Site 3 (Business, Smart theme): Form
Site 4 (Catalog, Smart theme): Mailto
Site 5 (Catalog, original theme unknown): Form
Site 6 (Catalog, Smart theme): Form
Site 7 (Developer, Smart theme): Mailto

As you can see, there's nothing consistent about it - am I missing a setting somewhere?

I think it's to do with whether or not you have an SMTP server specified in 'Advanced | Network Setup'.
