"free over" shipping charged?

I have shipping cost set to 'total quantity' with a cost of £2.95 and qty of 1000.

So far everyone has been charged £2.95 as expected. Then I also select 'free over' with a value of £40.

I tested this and it worked fine. But my first customer over £40 (£43 approx) has said she was charged...?

As I'm writing this I'm wondering if the £40 in exclusive of vat...?

Can anyone confirm if the 'free over' amount is inc/ex VAT. and if that's not the problem what is...?

I'm assuming it's the VAT thing, but can someone confirm? Chris? anyone?

Yes - treat every price in 'Business Settings | Shipping and Handling' as if it is exclusive of VAT (because they are).
