Shipping Destinations

We are hoping to ship to the USA shortly and I have set up the H&D table accordingly, however is it possible to have just the country (USA) selectable from the destinations drop down without the related states (Alaska etc) drop down list as well.

I have tried removing the states from the Zone Properties, leaving just USA, but this makes no difference.

Can I edit out the other dropdown list (States - click if applicable) or is there other implications by doing this, if not where abouts in the templates can I find this additional drop down.
