is it feasible to have the terms and conditions to be put into (maybe) a scrollable box on (maybe) the final order page, which will allow the order only if the person has clicked an 'I have read and agree' button .. or ticked a tick box and then next .. with a ... 'you didn't tick the tick box so we aren't going to let you go any further until you do' message flagging up?

This is a standard feature of Actinic v7. Ensure you have 'Terms and Conditions to be Agreed Before Checkout' selected in 'Business Settings | Terms and Conditions' and then look at the checkout just underneath the 'Invoice Address' fields.
