how do i link a pdf file to be dowloaded by providing a link

I have created a fragment and provided a link to download a pdf file .

But when i try clicking the link ,the browser does not take me to the page.

I am currently using the actinic vesion 8.5.

Try a search of the forum shankar, i know this question has been answered many times before as i have read it. Alternatively you could show us what you have done so we can see what you've done wrong.
