Is there anywhere within the Actinic Designer program where I can add my own custom CSS styles or do I have to go into the actuall css file (site1\SiteHTML\actinic.css) to do this?

Note for future reference you should not edit anything inside the subfolders as these are generated on the fly when Actinic compiles the pages for previewing or publishing - any changes you make will be overwritten again
We put our own CSS into Actinic.css using something like Dreamweaver (amend the sheet in site1/ not subfolders such as site1/siteHTML etc), plus we use additional sheets, particularly to offer different text sizes for accessiblity, and to offer different sheets to different browsers using the following technique:
