Using a javascript scroll

Hi, I want to include a Javascript scroll. I've put my script in a seperate folder within the site folder and referenced this from my page. I've put the full url path in but it's not appearing on the page preview or online. When I've looked at the FTP it hasn't upload the script folder, but even when I do this myself it's still ignoring the script? This should work shouldn't it? Any idea's what I'm doing wrong? Thanks

Yes, what you're actially doing wrong is using a javascript scroll.
