I would like to give customers the option to receive an email when an item flagged as Out of Stock is restocked.

We've done this before and used the [LINK] element within products and the mailto: command. Worked perfectly.
Customer emailed us via above method and then we emailed all those that had requested to be put on list when it came back into stock.

there is some mail scripts around that will capture the info and save it into a file, you could then download this file in to excel of something, depending on how you set it up maybe you could get it to list the product emailed about with the email address, make it so much easier dealing with them.
Obviously not much point if you onyl get a few emails but if you get a lot it would save some time
