I'm looking to change the text that is contained within BASEPLUSPERRATEDISCLAIMER that appears on the View Cart Page, but have not been able to locate how to do this without hard coding the text myself.

Any suggestions would be appreciated.

It will very likely be one of the Design Text IDs. Search the Design Text for the current contents of the variable and it shoud find it.

I've never heard or seen of that, but if it's text, it will probably be in design|text. It may be an xml feed also i guess but i'd need to know or see what you mean.

Looking in the Variable Reference Guide (Help menu), it says that this variable is 'not editable'. This is the UPS disclaimer and they wrote it. I'm not sure what the implications would be of you changing it.
