In short no, in long probably yes. Although why have the cart as the first place to mention your stock levels, that is just a bad setup. Show the stock levels on the product itself, where the customer makes the decision to buy. The stock levels are variables and they are available to use in product layouts, you will find them in the insert variable list, there is 3 of them.
