Is there a descriptive list of the default CSS classes in the actinic.css style sheet?

No, their names is all you get.

make use of Firefox's Firebug and there is a checker for redundant CSS declarations floating about - there's a couple of threads on the forum for that if you're interested.

They would be of no help anyway as some very unconventional naming systems have been used - such as including the colour which obviously can be changed.
