It is better to style it via the layout & CSS ... hard coding will work but if you change your mind you need to change all instances.
Switch to design tab, click on the fragment and find the class="" which is wrapped around
FragmentTitle
in the default site this is
<h1 class="subheading">
in the actinic stylesheet find h1.subheading and add in
text-align:center;
