Attribute Layout not using parent ()

I've done a couple of searches but can't find anything on this.
Surely I can't be the only one to have this issue!

I've just created a new Attribute Layout but have noticed that all my Attributes aren't set to Use Parent () like the Permutation Layout above it.

I've changed the settings in the layout to be just like the Permutation ones but when I create a new attribute it still defaults to Standard Drop Down Attribute.
Is there a setting I'm missing?

As I can't change all 6,000+ attributes individually, what's the alternatives?

Do I alter the Standard Drop Down Attribute and see if it will rename?

Set the default in the design library on the selector if there is not an option in site options.
