Paypal website payment Pro problems

We've currently set-up an E-commerce store using actinic and set-up an account with Paypal website payment pro to accept payments.
We run the site in test mode and it worked fine, when we went to production mode we have been able to take payment using the checkout with paypal but not by using the website checkout screen.
We keep getting the error from Paypal 10561 - billing information is incorrect.
On talking to paypal they said it could be to do with the API settings the website is sending them. One area may be the fact it may be lloking for a sate as thats what the american settings use and if it's set to the wrong value it may work.
If anybody has any ideas what this problem is or how to fix it please get in touch we currently have actinic and paypal looking into the problem, but the client the store is for should of been online and accepting payments last week.
