buyer address verification isn't something you can control.
    some are verified, some aren't
All you can do is make a choice whether to ship to the ones that aren't.

do it mean that even if I get a proof of delivery (which usually means a non discript signature which if not verified with ID) that the customer can just say they havent recieved it and its not their signature? In which case paypal would just say bad luck to us?

I've heard of many cases where just that has happened. Thankfully though it is rare.

The same thing applies to all other payment methods. If a customer pays with a credit card and then says they didn't receive the goods you'll either have to send another set out, make a refund, or face a chargeback from the card company.

Hmm. You won't have much luck getting them to pay. They'll say they delivered and show you the signature as their proof.

It's your business. You need to accept the risks that go with operating online.

To be fair, apathetically accepting a risk just because thats how a payment processor operates does not make good business sense.

At least with the credit card you can lock the delivery address to the card address which proves alot more than sending it to a random address which is not verified to that paypal account. Paypal should give us the option to only send to verifed accounts

True. The risks are there and you can't ignore them.

Paypal is popular though and yYou have to decide how much risk you're willing to accept and then manage it as best you can.

I agree Paypal should make it possible to only accept payments from verified customers with a delivery address match. Ideally we ought to be able to set a value limit too so small orders wouldn't need this but larger ones would. I'm not aware of anything like this in the pipeline though.

in paypal web payments pro you can set filters, one looks to be unconfimmed address to deny. Its also said to be available to free accounts. Ill look into this and send an update for anyone interested
