"I was at the #Actinic09 conference on 14th October in Richmond, London. I picked up one of your "Get your fees refunded for 2010" flyers. I followed the link to www.paypal.co.uk/actinicoffer and logged into my PayPal account as requested. The page took me to this page http://www.actinic.co.uk/express/paypal/pro.htm . Now, I don't use Actinic Express. I see no way to "register for this fantastic offer" on this page. Very, very annoyed. A complete waste of my time."

Anyone else done this and had more success??

I assume your account meets the following requirement:

This offer is available to PayPal Business Accounts with no transactions in the last 3 months† or Personal Upgrade Accounts.

I saw that small print only later. It's not on the flyer.

Even still, any new business needs all the help they can get - I'm sure somebody will benefit from this, just not us. Lol
