I changed my email address and missed the password reminder and got my AP account disabled!

Does this mean my card payments have failed?

I did phone - they said please email - I did twice - another working day and no reply!

I would have hoped to get a reply with something this important by now, not very impressed

Try Nicola - <n.foster [at] actinic [dot] etc> and express your disquiet. You won't get her on the 'phone but she should call you back if you ask nicely.
