PayPal Express Checkout

I'm still trying to get my head around how this is all supposed to work and neither the Paypal or Actinic site are helping with this matter. Can anybody help?

If I look at the Paypal Express option on the Paypal website it says that there is no monthly charge. However when I try to set it up and say that I'm using Actinic it takes me to a page that says it's £18 a month and to click the link. This linl takes me to the Actinic site!!!

If I come from the Actinic site it takes me to the Paypal website.

Could anybody please tell me what is going on here?

Can you tell me if you are using 'Actinic Online' or an 'Actinic Desktop' product?
