PayPal commerce fees for AMEX ect

While we are really happy with PayPal commerce platform we are getting some big fees with AMEX and non UK cards being used, before upgrading PayPal were able to block all this their end, I contacted them Today and they say with the commerce platform these options are there in the intergration, sadly I cannot see them in configure method - anyone else had this?

You can block non sterling payments

account settings > payment preferences > block payments

Thanks - that helps but only blocks those with accounts only holding non sterling,
