If you are aware of a competitor that is not compliant, there appears to be no obvious way to bring this to the attention of anybody ?

Why not just let them know? They might not be aware of the issue and it's hardly giving them a competitive advantage.
If they were cheating somehow then fair enough but on something like this it's probably doing them more harm than good.
