Have you had a look on the 'details' tab on your products? You can override settings in there and add supplements etc. Setup your standard rules and then override or set specific charges for your footwear.
You could also set up categories, perhaps a footwear category is the way forward. If you can tell us where you have got to if you get stuck or even provide us with screenshots, i'm sure between us we can help you sort it out.
Can you simplify it a little instead of having £4 and £5 charges, set it as one of them or even in the middle and split the difference at £4.50?
