Multiple shipping zones, but customers can't see them

I've set up 7 different shipping zones, but customers only seem to be offered the first one (Mainland UK & Scotland).

I've tried testing it myself, but having tested it before, I only get offered the same zone anyway and no deleting of cookies seems to change this. I've tried from another computer on the same network and am only offered the first one (Mainland UK & Scotland) on that one too.

A customer is currently trying to order from America, but isn't being offered the Rest of the World, which is the last of the 7 zones.

It will be what you have setup in Actinic we need to see rather than your website I expect. Are your tax and shipping zones all setup and tallying with each other, I expect they are not?

Thanks so much for your help. I hadn't had any idea that I needed to set up locations and to then add them to the shipping zones as well. I've got it all set up and working and things are much better now! Whew!
