VAT Summary on Shipping not charging VAT

In the Shipping & Handling section we have checked 'Shipping Charges Made' and applied the VAT (normal) rate (this has been set up in the Tax section).

Our orders display and charge VAT on the product but on the VAT summary at the bottom of the invoice it states 'zer-rated' which is not the option we have selected in the Shipping section.

This means we are not able to charge VAT on shipping which we must do - any ideas?

Check the vat rate on the products themselves, perhaps you have an override happening.

are you able to post a screenshot of your shipping settings? The whole zone/class tables page (including tax settings at the top)
