flat rate shipping per zone

Could someone let me know what is the best way to set up shipping costs so that there is a flat rate shipping cost per zone (zone a has x cost for any order size, zone b has y cost for any order size... etc). We are not worried about weights or value or number of items in the orders here.

Hi Phil.

You could try this:

Set up shipping by either weight, quantity or cost, does not matter, but I will use weight as an example.

For each zone you have, enter a new class for each of your zones. It each case assign a weight of 0.00g to your flat fee. Then make sure you select 'take the highest value in the table'.
