Can not see any cgi-bin

I am having a few difficulties with Actinic ftp, I can not see any cgi-bin directory so I have created one with the required permissions. Where should this be created. The directory structure i can see is

Network Trash Folder
Private
Web

should the cgi-bin be in the \web folder or at the same level.

Yup...

/web/cgi-bin and /web/acatalog , i.e. all within the public '/web' areas
