uploading error

If I wanna upload my shop I get the following message:

'An error occurred while sending an HTTP request to the webserver. Perhaps your network is down or the webserver is down. Try again or contact your network administrator or ISP to correct the situation'

I always get that message. I'm sure that my network and webserver aren't down.

What to do now? I hope someane can help me.
