When using the test server setup, all of the tests are carried out on the
local machine without connection to the internet, therefore if you have
specified a mail server external to the local machine you will receive this
message.
The only way that you would resolve this would be to install an SMTP server
on your local machine, take a look at http://www.postcastserver.com/ which
installs a SMTP server on your local machine.
