Host > Virtual Machine running on my own server colocated within a datahouse rack
Unix or windows hosting > Windows Web Server 2008 R2 with ActivePerl 5.12.2
Permision on cgi-bin virtual folder & catalog folder > Administrators group (containing the FTP Administrator acount), IUSR, IIS_IUSRS, SYSTEM all have Full control permissions inherited from root folder
Is this your first upload? Yes
Has it worked in the past? No
Have you compacted the database in the housekeeping menu? Nothing to compact
Have you changed the cgi number in network setup and tried to reupload? No
Have you run the network wizard? Yes, fails at the final SMTP stage but when using the Web>Network Setup>Test button the test passes and the test email is received

Error being given during "publish to web" is as follows:
An error occurred while sending the merge request
Possible causes:
- corrupt scripts: Pplease try Help/Troublesooting/purge& Request <which has bee completed but fails at the same merge request stage>
- Permissions
Permissions for a Linux server:
acatalog - 777
cgi-bin - 755
Permissions for a Windows Server:
IIS
cgi-bin = read/execute
acatalog=read/write/execute
NTFS
cgi-bin = Catalog's FTP account needs 'Change' permissions on the directory
acatalog = Catalog's FTP account needs 'Change' permissions on the directory AND the IUSR_<servername> account needs to have 'Change' permissions on the directory

Your suggestions are welcomed. I have trawled the Knowledge Base and as yet none of the relevant articles' suggestions have cured the issue.

Have now installed 32-bit version of ActivePerl and changed the path to perl as follows:
PATHTOPERL C:\Perl/bin/

Steps taken:
1. Delet all files within root/catalog/cgi-bin folders
2. Restart IIS service (iisreset in elevated command shell)
3. Web>Refesh Website. Completes Successfully (including merging updates)
4. Site operates fine..
until someone visits with 64 bit IE8
