permission on the cgi-bin set to 755? How to check??

How can I check or reset this setting? I am on 1and1 hosting and only see my own files when connecting via ftp.
Is the permission on the cgi-bin set to 755?

That's how you'd check.
FTP in and check the "properties" (usually/often right click the folder for this) of the cgi-bin folder

What package do you have with 1and1? Are you saying you can't see the cgi-bin folder?
With my 1and1 hosting I create the cgi-bin myself and so can see the folder and set permissions myself via FTP.
