Variable minimum orders

Sorry if this has been covered before, I've looked and can see part of the answer.
We have two shipping options, carrier or collect from store. We need to set a minimum order value to qualify for shipping, which is chargeable. However if they collect from store, there is no charge and no minimum order. I can set the minimum order value, however it doesn't allow teh customer to overrride this if they want to collect.
As a short term fix, I've set a large delivery charge for orders below our ideal minimum. Is there a way to set a minimum order value by shipping option?
We're using 8.5.3 at the moment, but looking to go to 9.1 next couple of weeks if it makes a difference.

I'm afraid that the 'minimum order value' option is across the site and it's worked out before the shipping options are selected so there is no way around it I'm afraid. It's the same in v9. I'll add it to the wishlist for you.
