This is a 'Windows Update' issue.

Although the site is configured to use ACE ODBC rather than Jet, the 'Crystal Reports' engine requires Jet and it is the initialisation of the reporting engine that encounters the error.
Ensure the software is closed then try the following in this order:-

- Run Windows Update
- Install the latest Jet drivers for Win10 from here
- Download and run 'AccessDatabaseEngine.exe' (not the x64 file)

- Type 'regedit' into the Windows search bar
- Click 'Registry Editor' from the list that appears
- Expand the folder path below, relevant to your copy of Windows

- Locate the DWORD entry USEACEODBC
- Right click on this and select Modify...
- In the box that opens change the value in the 'Value data' field to 0 (zero)
- Click 'OK' and close the Registry Editor
