This can happen if the details you have entered for your Paypal account within the software are incorrect. Check in 'Settings | Business Settings | Payment & Security | Configure Method button' that you have entered the correct information. Also, if you are testing your Paypal account using 'Sandbox' make sure that you are not using your live account settings.
