How can I set up shipping as a percentage of the order value?

For a 10% shipping charge, set the 'Basis' to 'Value' and then enter a single row in the shipping grid as follows:

Value | Cost
£0.10 | £0.01

Then set excess to charge an additional £0.01 for every £0.10.
