Operating System is Not Configured to Run this Application

Up until 9th September my SD 16.03 was fine, but now it won't even open and I get the pop up box of "Operating System is Not Configured to Run this Application". I am in Spain and it has been fine until 2 weeks ago. I deleted all Microsoft updates after end of August and I still get the same thing. Having googled this, it appears to be a registry issue

So, I done a Teamviewer on my home PC earlier in the UK that has not been touched, SD opened but when I went to do a snapshot, I got the same pop up box "Operating System is Not Configured to Run this Application"

I'm on Windows 10, have the lattest updates and am now going insane with this, has anyone heard of or had such a strange issue or know what it might be? as there's certain Windows updates I can't even delete

I find this impossible when I'm in Spain right now, and my home computer is doing the same thing

Any help is gratefully recieved
