It's worth noting that virtually everyone using actinic uses the localhost setting for smtp

well, I've solved the problem of smtp recognition - I followed advice here but used the actual mail server address of the host server (rather than localhost) as opposed to 'my' mailserver address and with authentication both blank fielded and unchecked: it works!
Great and thanks to all.
Now, I find the /acatalog/ folder inside /cgi-bin/ folder. I think I've seen something on this somewhere, so I'm sure I can fix it.

When Actinic sends email it is sending them from a Perl script running on your server.
So whatever testing externally does, may not mean that local Perl script running on the server can do the same.
You need to find out from your hosts if you can connect to a SMTP server from locally running Perl scripts.
