Damn right, if they're any good.
I think the main point to note Jeff is that if anyone takes the time to create their own theme, i'd be astonished to find they would be happy for all and sundry to use it also. I have always seen that as one of the points of a new theme, to look different from the masses and not fall into the 'used a 1000 times kind of design'.
Anyways. Back to the thread topic. Free themes, whats wrong with the ones already there? Apart from the fact that you want better ones for free. They work, they've been tested to the absolute full and many tweaks can be found on here, even to the point of making them pretty unrecognisable.

I have that advert with 'DADS PANTS' throughout blasting in my mind. The one with the blue y-fronts of his dad and he jumps off the top diving board. I can't recall wtf it sells, so pretty crap advert really.
lol, Lee..and now I'm singing it too *turns up itunes to drown out the pants song*

he's right you know.
the original themes, stripped down dont take a lot of effort to re-combobulate.
and from absolutely norhing (no template at all) it took me about 3 days to get a pretty site together with basic features.
You spend X amount of time creating a theme for your website. Are you then going to give it whoever to use as they wish? I think not
OR, you do decide to do a freeby for the community and create one for free. Are you going to support it when people start e-mailing you directly 50 times a day saying how do you do this, how have I screwed that? You're a better man than I if you would.
Free themes are a nice, but totally unworkable, idea in my opinion. Unless your name is Mr Good Samaritan.
