Streamline aren't a PSP, they're a merchant account provider.
You need to apply for something like Protx, Actinic Payments or one of the other wealth of PSPs that are compatible with Actinic (full list on Actinic website, I should imagine) and set this up in Actinic.
The PSP takes the money from your customer and and passes it through to your merchant account provider, Streamline, in this case.

Protx rates IMO are very competitive. Though with the new features in 9.0.4 combined with the MOTO form/payment integration with Actinic Payments, if you anticipate doing less than 350 transactions through your site per month, Actinic Payments is definitely the way to go. I'm waiting for 9.0.4 before I take the leap.

Steve i use coop free banking and streamline with AP's, was using protx until the other day when i cancelled.
AP has it's issue the reporting being a real PITA so dont rely non these as the new offline ones dont alwasy work either. But the plus side is the moto and additional payments when a customer adds to order are great features
