1and1 don't use public_html.
Try using Duncan's settings with your sub-directory path added to the acatalog and cgi-bin paths.

I'm getting 403 errors 'access denied' on your website. have you some kind of access control going on? if so then you need to remove it or actinic cannot work.-----------------------------------------
