Preventing orders from Northern Ireland is not as simple as excluding orders from normal countries.
Northern Ireland is not considered to be a separate country, it is part of the United Kingdom and therefore does not have a separate ISO country code.
This means that in order to prevent orders from Northern Ireland you will have to divide the UK into separate regions.
By far the most efficient way to prevent ordering from Northern Ireland is to use the 'Shipping By Postcode' extension, which will translate postcodes to valid shipping regions so that orders from Northern Ireland may be blocked.

Alternatively to do this go to 'Settings | Locations', select the 'United Kingdom' in the left hand 'Countries' grid, then in the right hand 'States/Provinces' grid, click the + button in the top left corner of the grid to create a new line.
Enter into this line the first of one of the regions of the UK - 'England', 'Scotland', 'Wales' and 'Northern Ireland'. Give each of these a three letter abbreviation in the 'Abbreviation' field (it should be three letters to avoid any conflict with the two letter ISO country code), so that it looks similar to the image below: -
Then click 'OK' to close the box.
Go to 'Settings | Business Settings | Shipping and Handling' and select the zone that is used for the UK, in the example here a default Sellerdeck site is used. Right click on that zone and select 'Properties', this will show that United Kingdom is in the left hand 'Members' window:-
Select 'United Kingdom' in the 'Members' window and click the > button to transfer it into the right hand window. Then in the right hand window scroll down the list until you come to the 'United Kingdom' entry, which will now have a small expansion box to the left of the entry. Click this box and it will expand to reveal the regions that we have previously created.
One at a time, select 'England', 'Scotland' and 'Wales' each time clicking the < button to transfer them into the 'Members' window, it should then look like the image below: -
Then click 'OK' and click 'Apply' in the main 'Shipping and Handling' panel.
While still in the 'Business Settings' pane, go to the 'Tax' panel, select the 'UK Tax Zone' and click the button 'Edit Zone', the 'Edit Tax Zone' box will appear, shown below: -
Select the 'United Kingdom' entry within the 'Zone Members' window and click the button > to transfer it into the 'Available Regions' window.
Scroll down the 'Available Regions' window until you come to the 'United Kingdom' entry, which will now have a small expansion box to the left of the entry. Click this box and it will expand to reveal the regions that we have previously created. One at a time, select 'England', 'Scotland' and 'Wales' and clicking the < button to transfer them into the 'Zone Members' window, as in the image below: -
Click 'OK' to close the 'Edit Tax Zone' box, to return you to the 'Tax' panel: -
Then click 'OK' to close the 'Business Settings' pane.
Once you have completed this, upload the site for the changes to appear online.
NOTE: This method will not prevent orders from Northern Ireland when using any PayPal or Amazon Pay checkout replacement payment methods.
Checkout replacements provide the shipping addresses without a region and so, if the shipping tables depend on a region being present, then the order cannot be taken in Sellerdeck versions older than 16.0.6 or 18.0.4. More recent versions can request the shipping region on the Shipping Confirmation page but buyers may simply enter one of the other valid region names in an attempt to circumvent the block.
The only way that a checkout replacement method can be prevented from passing an order from Northern Ireland is to use the 'Shipping By Postcode' extension.
