Just to clarify my last post... I realise Heart will not allow you to create more than one 'cgi-bin' in the root. But that need not concern you if you're having issues with the one they provide for reasons unknown. Ignore the root, and run your shop within a folder within the root. You've nothing to lose and it's surely worth a try?
You should end up with a webspace something like this... public_html folder at top, 'shop' folder one below that (i.e. where your index.html will go, etc), then both 'acatalog' and 'cgi-bin' folders one level below the 'shop' folder(NB: on the same level as each other)
I also can't stress enough the necessity of creating a new FTP user whose top level access is your new 'shop' folder
This will make your network setup straightforward
This procedure worked for me in the past when I had a cart/cgi-bin/scripts/network settings issue similar to what you describe
